This can't be answered without details about the degree of stenosis, exactly where along the cervical spine, symptoms, underlying health conditions (e.g. spinal arthritis, past injuries), and other information. "Beginning stages" suggests mild, maybe no problem. But this must be discussed with the patient's own doctor(s), who probably should include either a neurosurgeon or an ortho/spine surgeon.

The stenosis would most likely represent a congenital variant and would be unlikely at this age to represent a symptomatic problem, unless direct neck trauma occurs. Therefore, would avoid contact sports such as football, hockey, etc. Unless there is a spinal cord threat or nerve compression, usually there is no need for surgery early on.
