Hi my sister have a problem of lichen planus pigmentosus on forehead and she also have a problem of high blood pressure...she also apply effidex ointment on these black patches but it's not working....so what can we do to clear this black patches?

See a dermatologist. Some times cortisone ointment and /or injections help

I would focus on high blood pressure first. Show skin lesion to Dr and ask it it might be neruofibromatosis which can go along with high blood pressure.
