The large majority of epididymitis at your age is due to an STI, assuming you have been sexually active. Were you tested for all likely infections? That should include chlamydia, gonorrhea, and ideally Mycoplasma genitalium. Even if all negative, normally epididymitis is treated with antibiotics in case an infection was missed by testing. Raise these issues with your urologist. Good luck.

The diagnosis of epididymitis is often is made for scrotal area pain from other causes. If you had epidid. there would be swelling and tenderness of the epidid. and the Urologist would not have given you just pain med. Use local heat and wear a good scrotal support.
