Your quest for precision is laudable, but not feasible based upon information provided. If this is solely a bulging disc, not affecting spinal cord, your symptoms are due to a different cause. If compressing spinal cord, this might very well benefit from surgery, and this could prevent progression, but unlikely to reverse prior damage.
