Possible: The shoulder pain could be referred from the cervical spine either from disc disease, spondylosis or scar tissue formation. The leg symptoms could be related to the cervical spine if there is a significant amount of spinal stenosis, but it is unusual especially if you have already had a two level decompression and fusion. An examination would help clarify as well as some additional imaging.

Call your Surgeon!: Does it really matter? It is not normal, and if you cannot get ahold of your surgeon asap, then go to the er for evaluation if you are not in first post-op week (you didn't tell us). Neurological symptoms are never a good thing.

Can be: Can get problems at the adjacent segments e.g. C4-5 that could present with shoulder pain and even leg heaviness. Needs evaluation and new imaging
