A slight tongue tie that does not interfere with breast feeding can be left alone in a newborn. These can stretch out naturally and resolve. In the older toddler if the tongue can protrude over the lower teeth it will male the proper sounds of speech. If it persists and interferes it can be done later. It is simple to clip in newborns but often not needed.

The "ties" on a baby's tongue only need to be clipped (a very simple procedure, by the way, done quickly at the bedside) only if interferes with breast or bottle feeding. Otherwise, it can simply be watched as the child grows with no intervention.
