Most likely neuropathy. Excellent sugar control slows development. But also ask about plantar fasciitis.

There could be multiple reasons for this, one is a bone spur. Please get a physical exam along with a Doctor who specializes in feet (Orthopedic Surgeon) for a thorough examination and treatment recommendations.
