It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It may be plantar fasciitis which is not dangerous, however, given your history of diabetes, it is imperative that infection be ruled out and it would be prudent to see a doctor. If the pain is interfering with your daily life, visit to an ER would be appropriate.

Most likely plantar faciaitis. Lose weight and do not need to go to ER probably. For every pound you carry above one that gets your BMI to less than 25 image the pressure pub on your feet and body as carrying 4 sticks of better in a back pack for every pound. So if you need to lose 40 lbs you are carrying 160 sticks of butter around all the time.

I agree that plantar fasciitis may well be present, but associated redness of the skin is not typical and is concerning in a diabetic. An urgent examination by a physician is strongly recommended.
