I assume the frenectomy was done recently; and no there should be no change in the normal function and appearance. Commonly the surgery is done to prevent separation of the front teeth or to avoid pulling on the gum tissue around the front teeth. These questions should be ask of the surgeon in relation to the initial purpose of the surgery.

Surgical reshaping of the maxillary labial frenum isnusually donut remove excess connective tissue from between the upper front teeth tallow an Orthodontist to close space between the fromt teeth, or to prevent excessive pulling of the frenum on the gum tissue. It should have no affect on lip size, shape, or position.
