Frenectomy: Not if it is done properly. At least I have never had one grow back on me. If it is merely "snipped" it will grow back.

No: As dr sandler said, not if done properly. What happens, however, is you get scar tissue in the surgical site that can interfere with tooth movement. For that reason orthodontists will first close the space between the front teeth before having the general dentist, periodontist, or oral surgeon recontour the connective tissue that comprises the frenum.
