1st call the surgeon: Surgeon always has responsibility after performing any procedure. This is a (hopefully) minor complication of what should be a minor procedure. In mean time apply pressure if it is still bleeding. You can wrap a bandage around the penis to apply pressure, if bleeding doesn't stop until it is seen by your surgeon.
