Urinary hesitancy in males is usually caused by an enlarged prostate which would be uncommon in your age group. Do you also note incomplete emptying of your bladder? Getting up to urinate several times at night? Weak stream? If not,enlarged prostate is unlikely. Your hesitancy is intermittent and a neurogenic cause is unlikely. It's best for you to be evaluated & advised by the urologist.

A CT scan for this problem is overkill. The best test would be examination of prostatic fluid to look for white blood cells. Occasionally we also find trichomonas as a cause in men who are sexually active, and this would also be seen on examination of the fluid. Se a urologist not an np for accurate diagnosis.
