Spine issues can become debilitating problems. Start with your primary care physician. If you don't have one, or don't have insurance, arrange for medicare or other programs and get a primary care Dr. They can do the initial exam and determine who you should see for follow up or specialty care.

Not clear from your post regarding location and specifics, but have found, generically, that physical therapy and exercise often helps a variety of axial skeletal problems greatly. An evaluation by a physiatrist might be very helpful.
