If you have had a negative PCR test and Negative Antibody test, the results are conclusive for you not having either of these diseases. PCR test is a quantitative test measuring Hep viral genetic material. If you were infected, the test would show some level of Hep genetic material. Antibody tests measures the immune response a person has against an infection. No antibodies means no infection.

The data you provided is consistent with you not having Hep B or Hep C infection. Consider getting Hep B vaccination. Get HPV and Covid vaccines. Wish you good health! Safe sex: https://www.hopkinsmedicine.org/health/wellness-and-prevention/safer-sex-guidelines
