Should be OK: Usually the skin incision is well healed by 3 weeks. Also usually the skin closure is by a subcuticular stich that is self absorbing so wearing panties should be no problem whatsoever.

Yes you can: In my opinion, i would allow you to wear undergarments as long as they did not creat excessive shear or stress injury to the wound. Consider silicone gel sheeting or silicone gel ointment as well as a high spf sunscreen for 4-6 months.
