You are taking Nuflam, an NSAID, so it can be the cause the tinnitus. Cervical neuropathy due to herniated disc may cause the tenderness.

The nerves in the cervical spine supply areas below the head/ear/face so a disc issue in c-spine would not affect those areas much. Tinnitus is a frustrating problem which often cannot be helped much if the ear structures are otherwise normal. I assume you have been evaluated by a good Ear/Nose & Throat specialist.
