What does this mean: there is now a 3.14 x 2.98 x 2.66 cm (lwap, volume of 13.02 cc) heterogenous lesion seen in the lower pole of the left kidney with minimal vascularity in the periphery. what is the best treatment? is there a need for surgery?

Biopsy of the lesion to rule out malignancy if possible or proceed with partial nephrectomy if negative metastatic work-up because most of the mass or complex lesion in the kidney is malignant.
