2 days after 2nd dose of covid jabi have increased heart rate &raised blood pressure. please tell me is this considered a reason to visit a cardiologist? i also had stabbing lower abdomen pain, frequent urination &low grade fever?

Rather an urgent care or even better your PCP. The changes in blood pressure and heart rate are likely reactive on limited description and common conditions, such as a UTI, for example, will have to be first ruled out.
