I think you mean tardive dyskinesia, a pathologic movement which could be the adverse effect of a antipsychotic medications. Affected person cannot control this movement. The other leg movement you saw with people in church meeting is likely an involuntary habit. However, that movement can be stopped if the affected person wants to stop it voluntarily.
