A pigmented nevus is not a melanoma, and flat, multipigmented lesions are more likely to be true melanomas, and cannot be "rubbed off", as can a nevus which is on a stalk and twisting it can allow removal by "rubbing". In any case, the nevus may re-occur, but a melanoma generally requires surgical wide margin removal.
