What exactly do compression socks do? can they help with ankle swelling due to a ankle fracture that occurred six weeks ago now that i am in a walking boot i am trying to do what i can to keep the swelling down and plantars fasciitis?

Yes, compression stockings can help with edema or leg swelling along with test and elevation. They have to be well fitted as otherwise they may worsen the swelling.

they over come venous stasis and peripheral edema by helping to move edema out of the leg. They also help to avoid deep vein thrombosis important for you in a walking boot
