"Tubal flushing" via a hysterosalpingogram (HSG) can indeed "open" tubes previously obstructed causing a "mild hydrosalpinx". Even with passage of fluid through the tube(s), the fact that a hydrosalpinx existed prior to the "tubal flushing" may have injured the tube, and for this reason the frequency of pregnancy outside the uterus (in the tube) is increased.
