I was petting a wild cat, and then shortly after i itched the back of my neck which has a wound with no blood. is there a risk of rabies? within 15 minutes i washed my hands and neck. the cat shows no sign of rabies, it seems to be in good health?

No, petting an animal would not place you at risk for rabies. Skin infections remain possible and hand hygiene is recommended. Check cdc.gov for details regarding transmission risk for rabies.
