A newborn was born with fluid in his lungs and treated with antibiotics for one week. during that week his heart rate dropped to 60 bpm for 8 seconds. what would cause the drop in heart rate?

Many reasons, would need specifics to answer the exact reason, can be acid reflux, apnea, infection, or just a healthy baby with a brief bradycardia that resolved by itself !

A variation in heart rate during this time period, particularly if there is an infection or retained fluid may occur. If it is associated with breathing difficulty or decreased oxygen saturation readings, then a modified sleep study may reveal a potential cause. A follow up imaging study can be discussed with your pediatrician.
