Hi, 28yrs old male. when my mom was giving birth to me, the midwife pulled me out with my right arm and dislocated my shoulder. it have remained dislocated eversince. there is usually no pain but my arm cannot perform some task. can it be fixed?

Depends if there was nerve damage when you were delivered. The brachial plexus, nerves exiting the cord from the neck into the arm, are often injured in this type of delivery. Regardless, you need to be evaluated either by a neurologist and an orthopoedist to determine if the nerves work and if there are fixed deformities after 28 years. Good luck
