Flaky or scaly skin at the base of the eyelashes with skin colored bumps, is known as Blepharitis. This can be caused by seborrheic dermatitis, bacterial/fungal infection or clogged eyelid glands. Depending on the cause, treatment involves topical eyelid massage, antibiotics, steroid eyedrops or topical antifungals. See a Dr to determine what the underlying cause is and get a prescription.
