And infant in this age group with symptoms as you mentioned should be seen by a pediatrician as soon as possible. If the baby has true clonus then the answer to your question is no this is not necessarily normal. An in person exam is extremely important for your baby.

Few beats are normal. Sustained clonus ( 5 beats or more) are abnormal. Need to see pediatrician or neurologist.
