While i was using my electric stim machine on my shoulder, i placed the electrode near my bicep tendon where it connects to my shoulder. the voltage wasn't too high but i still feel a tingle travelling down my arm. could i have caused nerve damage?

Doubt that you could do damage to nerves by an FDA approved stimulation device. You may have over stimulated a nerve, resulting in these abnormal sensations. They should resolve in a few days, if that long. No lasting damage or sensations would be expected. Good luck
