Post lifting injury i have a 40% partial thickness tear in all 3/4 expect inlabrum which is only fryed. additionally i had a torn bicep tendon which was corrected bicep tendodesis. im still have constant pain from neck to shoulder, is surgery needed?

There is no clear answer for the need for surgery without a full review of your MRI, your physical exam and your underlying age and health. I suggest you find the best orthopedic surgeon in your area and get an opinion, and then seek an additional (confirmatory) opinion and you will get to the right place.
