Probably safe...: ... but probably not effective. Second degree burns can be serious. It would be wise to have a physician evaluate your injury. You wouldn't want permanent scarring or damage due to lack of proper care.

Yes: It would be safe to use, but I would consider using a topical ointment such as neosporin. Keep our hand covered during the day with a dressing, but open to air a night. I would follow up with your PCP for treatment.
