A draining answer: Hydrosalpinx of the Fallopian tubes is usually a result of previous tubal/pelvic infection and its' resolution process. It also means that the Fallopian tube open end is closed making conception difficult if not impossible. The tube can be opened and "drained", but the smoldering infection process remains like a dumpster fire that was never completely extinguished and recurs.
