Haven't seen one: Haven't seen any oral medicine nor any skin cream that can treat a hydrocele. A hydrocele is a residual space in between linings of certain places such as the spermatic cord area. Liquid builds up in the residual space and makes the space become a bubble containing fluid. Usually, surgery is needed to remove that part of the linings and tie off the end of the linings so fluid can't flow there.
