I'm 58 year old. i have a uti. i had a psa level of 5.0 on 10/30. i had a 2nd psa on 11/14 with a 4.8 level. i also have a history of an overactive bladder. my doctor wants to do a biopsy. is it too soon for a biopsy?

Biopsy makes sense: Probably you have an enlarged prostate, which is the most common underlying cause behind UTI in males over age 50. With the elevated PSA, a biopsy is reasonable to check for prostate cancer, and perhaps also for infection in the prostate (i.e. prostatitis). Follow your doctor's advice.
