Do they ever remove gallblladder based on symptoms even though tests were normal ?

Probably : There are clear indications for surgical removal of gall bladder, as gall stones, inflammation, etc.. if symptoms are indicative of such problems, repeat tests would confirm the pathology, hence the decision for cholecystectomy, clinical judgement may guide the decision, hope this helps
