Diet: Is the corner-stone for losing weight (80%), as said 'abs are made in the kitchen'. Exercise is responsible for the rest, not losing weight despite diet and exercise requires more attention to whether it is a hormonal issue (e.g. thyroid gland problem) or something else, better see an endocrinologist and a clinical dietician to sort it out, best wishes
