I took 15mg meloxicam at 9:00am, can i take my usual dose of 15mg at 5:00pm just for today and keep the 5:00pm schedule?

Not recommended.: Meloxicam maximum dose per 24 h period is 15 mg. If you take both pills the same day, you would be taking 30 mg in less than 24 h. I suggest you take it one day at 9 am and then the next day start it at 5 pm.
