Not necessarily : Folliculitis is generally reserved for active infection in the hair follicle, where there would be a small pustule surrounded by redness, and it may spread to wider areas. Ingrown hairs may cause some mild redness from irritation or foreign body type reaction. Often this does progress to folliculitis, especially in areas of friction.
