Is it normal for a 4 year old to have high temperature and shake every now and then after having her tooth filled?

No: Probably viral, and totally unrelated to filling, unless tooth is infected. High fever and shaking ire disturbing. See both Dentist and Physician to try to determine cause of infection and appropriate treatment. Keep her hydrated and try to bring down the fever.
