When using anticoagulation therapy for p.e., why is the bleeding risk the same for 1. "normal people", and 2. "people with vasculitis with petechiae"?

Vasculitis and petec: Anticoagulants do not make a person bleed, but they do slow clotting which may make bleeding more severe when it does occur. The patient was an underlying condition associated with hemorrhage (a stomach ulcer, the recent surgical procedure, other such conditions) will be more likely to experience a problem. Vasculitis and petechiae are not associated with hemorrhage, so this does not apply.
