Chill the gums: Many parents find pacifiers or rings they can freeze will chill the gums enough to provide relief. They buy several and rotate them as they warm up to body temperature. A small face cloth impregnated with ice chips offers them something similar to gnaw on. I don't encourage "pain" meds that might cover up a real fever from illness.

Sooth: The best thing you can do is to sooth the area where the new tooth is trying to erupt. Sometimes gently massaging the area with your finger tip will help. Often the best thing is a chilled teething ring. Get 2, so that one can be chilling while the other is being used. Avoid pain relievers until at least 6 months. Because of drooling stool may temporarily loosen a bit.
