i read in studies that exercise stimulates growth hormone. would the extra growth hormone induced by exercise increase height in a growing body?

No: This has been answered recently. Growth hormone release spikes in sleep and has nothing to do with exercise. Exercise is good for the body and does help create a good core of healthy parts, but it does not change the eventual height of anyone.

Steroids absorbed : Depending on which topical steroid, how much is applied to how much skin area, and for how long there could be enough systematic absorption for effects to other areas. Realize that would also imply greater likelyhood of systemic side effects.
