Watch for worse: symptoms. This sounds like a typical cold or maybe early symptoms of the flu. At one year of age, some type of nasal suction may help to give symptom relief. Watch for high temp (above 101) and make sure she stays hydrated. Children's motrin may help with fever or body aches.

Common cold: Nasal congestion with fever in this age is best treated with nasal saline spray to wash out the secretions and help nasal breathing, I would treat the fever with acetaminophen or ibuprofen if she is bothered by it and seems cranky or upset. Fever is a normal body reaction to illness that helps the body overcome the illness. It is important to monitor breathing which is normally easy and quiet.
