Theoretically...: Depends on how far you are through. There is a peak in HCG mid to late 1st trimester and then levels off a bit. So if in that time period a slower rise could still be normal. However unfortunately a slower rise like this can signal an issue like nonviable pregnancy and as you say doing the followup scan and being prepared for this possibility is the right thing to do.
