I don't know the rules in your region. I would say that a doctor is seeing you for a follow-up after a hospital visit that is a good reason for a follow-up, to prevent another hospital visit ( which is more expensive) . In the US a follow-up after a hospital visit is not only encouraged but the extra time needed to review records is considered in the fee.
