When i am in a very quiet place, literally no noice and i turn my head to left and right. i can hear a shaving noise in my neck. i do experience tingling sensations in my fingers sometime or like a muscle pain.

Neck pain: you are describing a possible "joint mouse" which can cause symptoms you enumerated. A CT or MRI shown to a neurosurgeon should solve your diagnostic problem
