Headache with neck: Head ache with tight neck of acute onset with fever need to rule out meningeal irritation like happens in meningitis. If it is a chronic problem for months may be related to neck arthritis, neural compression, have it checked out. If work up negative, may be fibromyalgia.

Neck issues: Have you had a good exam of your neck with possibly radiologic studies to check if you have pinched nerves that could cause these symptoms? Could also be a migraine.
