Nerve impingement: You may be. try heat to the area (not too hot) and that may allow some relief with vasodilation of the area and less "pinching" on the nerve. Anti-inflammatory (NSAID) medication can help too. See a doc for definitive treatment.

Maybe correct: Possible neck issue but might be localized over brachial plexus. Start with an orthopedic surgeon, but you may need a full EMG survey to clarify.
