I had finger surgery about 2 weeks ago and near the incision site and all around it my finger is peeling is this normal?

Yes: Peeling is part of healing, as the swelling goes down and extra damaged skin is replaced by new, young skin. Light itching also is part of healing. Otherwise do not hesitate to call the surgeons based on his/her recommendations.
