104 lb sounds ok: We don't tell 104 lb teen girls to lose weight unless there is a very special reason. For an average-height girl, all the way down to a short girl of 4' 10" or 4' 11", 104 lb is a normal weight. For short girls just under 5 feet tall, 95-105 lb should be fine. Also, if a girl is still growing taller, she can keep her current weight steady and just grow into her weight (instead of losing weight).
