Unlikely: Dried blood would be unlikely to transmit any viruses - the general rule of hepatitis C transmission is 2% from a needle-stick injury from hepatitis C positive blood. It makes it a very unlikely case of transmission from this casual interaction. You may be aware that there were some cases reported of re-using needles or contaminated inkwells with hepC positive blood.
